Second Distributed Generation Valuation and Compensation Workshop Scheduled for June 28th

The Illinois Commerce Commission (ICC) will further explore distributed generation valuation and compensation options for Illinois at a second informal workshop on June 28, 2018 starting at 1 pm in the ICC main hearing room in Chicago, IL.

Stakeholders are invited to actively participate in the workshop, and provide written comments on a second white paper which is expected to be completed and posted on the ICC website for review in early June. Following the workshop, the ICC will accept written comments until July 29th, with a final report expected in the fall.

The initial workshop held on March 1, 2018 summarized what other states were doing and spearheaded the discussion of what distributed generation valuation and compensation might look like in Illinois. The second white paper will outline various distributed generation valuation and compensation options for Illinois, taking into consideration data needs and availability, and input received from stakeholders.

The Future Energy Jobs Act (FEJA) requires Illinois’ large investor-owned utilities to file tariffs with the ICC requesting approval to provide rebates to retail customers that own distributed generation. The ICC is responsible for determining a formula for calculating the value of rebates for retail customers, reflecting the value of the distributed generation, and considering geographic, time-based, and performance-based benefits, for present and future grid needs.

These workshops are being coordinated by the ICC with the assistance of the U.S. Department of Energy’s (DOE) Solar Energy Technologies Office Analytical Support Program for Public Utility Commissions. The ICC, DOE, and the Pacific Northwest National Laboratory (PNNL) are partnering together to explore a distributed generation rebate structure for Illinois in advance of any formal proceedings.
